Two people were treated at the scene, while three others were taken to a hospital. Police said none of the injuries is believed to be life-threatening.

The vehicle did not stop at the scene but was intercepted shortly afterward in nearby Grange Park.

Police said the driver, a 34-year-old Somalia-born British man, was arrested on suspicion of dangerous driving and attempted murder.

The Metropolitan Police said counterterrorism officers were consulted during the initial stage of the investigation because of the nature of the incident.

Investigators said they are keeping an open mind about the motive, but the case is not being treated as terrorism.

The London Ambulance Service said it sent ambulance crews, paramedics and other emergency personnel to the scene. London’s Air Ambulance was also deployed.
