Mogadishu (HOL) — Somalia’s National Independent Human Rights Commission on Saturday strongly condemned deadly clan violence in Ari-Caddeeye in Sool region and Jalalaqsi district in Hiiraan region, calling for an immediate end to hostilities and investigations into attacks on civilians.
The commission said at least 21 civilians, including children and older people, were reportedly killed in an indiscriminate attack in Ari-Caddeeye.
“The Commission is gravely concerned by reports of attacks against civilians, the destruction of civilian property, the forced displacement of families, and the serious humanitarian consequences of these incidents,” the NIHRC said in a statement.
The commission said civilians and civilian property must never be targeted and urged all parties to comply with Somalia’s Constitution, international human rights law and international humanitarian law.
The NIHRC said it has been closely monitoring developments in Ari-Caddeeye and Jalalaqsi and has carried out a preliminary assessment of information received from the areas.
It said it would continue gathering and verifying information and engaging with relevant authorities and other stakeholders in line with its constitutional and legal mandate.
The commission called for the immediate cessation of hostilities and urged all parties to protect civilians and civilian property, exercise maximum restraint and comply with international law.
It also called on the competent authorities of the Northeastern State Administration to conduct prompt, independent, impartial and thorough investigations into the Ari-Caddeeye violence.
The commission said those responsible should be held accountable through due process and called for timely humanitarian assistance to affected communities.
The NIHRC also urged traditional elders, religious leaders, women, youth and community leaders to intensify efforts to de-escalate tensions, promote dialogue and support peaceful reconciliation.
The commission extended condolences to the families of those killed and wished a full and speedy recovery to those injured.
It said it remains committed to promoting and protecting human rights, advancing accountability, combating impunity and supporting sustainable peace in Somalia.
