Hargeisa (HOL) – Somaliland President Abdirahman Mohamed Abdillahi Cirro has directed all government ministries and agencies to transfer collected revenue to the Ministry of Finance to increase transparency and accountability in financial operations.
During a cabinet meeting in Hargeisa on Thursday, President Cirro stressed the need for revenue-collecting agencies to adhere to proper procedures. “National revenue-collecting agencies must be transparent. It is unacceptable for the person generating the revenue to spend it. Revenue must be transferred to the Ministry of Finance, which will then manage disbursements based on approved permits,” he said.
President Cirro praised the Ministry of Aviation for its leadership in adopting the new revenue transfer system. He urged all ministries to follow suit, avoid illegal expenditures, and ensure all financial activities align with the approved budget.
He also announced the suspension of illegal tax breaks granted to companies in recent years, a measure now enforced by the Ministry of Finance. President Cirro revealed plans for a mid-year review to assess potential adjustments. He also emphasized the importance of fostering positive relations with the international community to secure financial assistance and support Somaliland’s development goals.
