President Mohamud invites federal leaders to Mogadishu for NCC meeting on security and unity

Mogadishu (HOL) – Somali President Hassan Sheikh Mohamud has invited the leaders of Somalia’s federal member states to attend the upcoming National Consultative Council (NCC) meeting in Mogadishu, set for May 1–2, to address the country’s overall political and security landscape.

A statement from Villa Somalia on Friday said that the President would also hold discussions with Somali intellectuals and representatives from civil society to gather broad perspectives on key national priorities.

“This meeting is vital for safeguarding national unity, accelerating the liberation of areas under terrorist control, and advancing Somalia’s state-building agenda,” the presidency said.

The Federal Government reiterated its commitment to inclusive dialogue and cooperation, emphasizing that consensus is needed to ensure progress on security, governance, and development goals.

The statement, however, did not confirm whether the leaders of Puntland and Jubbaland—who have been at odds with the federal government—are among those invited or whether they would attend. Both administrations have previously boycotted NCC meetings over unresolved disputes with Mogadishu concerning power-sharing, constitutional reforms, and election frameworks.

It also remains unclear whether opposition leaders, including former presidents and prominent politicians, will be part of the broader consultations. President Mohamud recently called for a national dialogue, inviting his political rivals to unite behind the country’s military campaign against Al-Shabaab and ISIS, both designated as terrorist organizations by the Somali government, the United States, the United Nations, and other international entities.

The upcoming NCC summit is critical as Somali forces, backed by international partners, press forward with military operations in Hirshabelle, Galmudug, and Lower Shabelle amid ongoing efforts to restore stability and reclaim territory from insurgent groups.
