RE: General Procurement Notice - MOFP/TIU-101
Background:
On 23rd June 2013, the Government of the Kingdom of Norway and the Federal Government of Somalia (FGS) have entered into a MOU regarding cooperation for promotion of the economic and social development of Somalia. After long process of negotiations, the Government of the Kingdom of Norway have agreed to support the Federal Government of Somalia by establishing and funding a special financing mechanism and to provide capacity building to the Somali Ministry of Finance and Planning (MoFP). On 9th of September 2013, the two parts have signed a grant programme of Special Financing Facility (SFF) whose main objective is to contribute to the stability of the country and enhance the credibility of the FGS.
More specific, the SFF has been established as a mechanism to channel financial support from international donors to the Federal Government of Somalia (FGS) to support its recurrent budget deficit and also provide capital financing for selected local development initiatives to build public confidence in the Government administrative functions.
One of the key units of the SFF is the Temporary Implementation Unit (TIU) which is responsible for preparing SFF project concept notes based on the priorities established through regional consultations, pre-qualifying vendors and contractors, overseeing tendering processes, contract negotiation and bid award, monitoring and supervising project execution, preparing payment certificates, maintaining a register of all assets created under the SFF and preparing project progress reports.
Announcement for the public:
The SFF/TIU announces the launch of SFF procurement component for small-scale civil work projects, employment creation projects, and goods and services for projects that will be carried out throughout Somalia. The SFF, through competitive process, will procure third parties (e.g.; LNGOs, INGOs and the private sector) to execute capital expenditures as implementing partner.
Scope of Procurement:
The SFF procurement components encompass the following:
Ø Small-Scale Civil Works projects:
This includes renovation of public buildings such as markets, clinics, classrooms, civil courts, Government administrative offices, and improvement of public spaces through installation of street lighting, culverts and pavements.
Ø Employment Creation Projects:
This includes urban or municipal street cleaning, sand removal, rubble removal, potholing, waste collection, drain clearing etc.
Ø Goods and equipment: for the day-to-day running of the SFF units.
Ø Consultancy Services: contracts in support of the FGS’s Public Financial Management Reform Action Plan.
The SFF/TIU invites qualified Suppliers, Vendors, Contractors, NGOs, INGOs to submit their Expression of Interest(EOI) in providing procurement services for the above listed needs to the following email address no later than 25th of December 2013.
The Expressions of Interest must include the following documents:

- Field of operation as well as goods and services offered
