Despite the absence of a long term political settlement between various actors and clans, there is no major active interclan conflict in most districts of Hiiraan Region. Most of the districts enjoyed fragile peace negotiated by community consensus and maintained through the continued reconciliation efforts of the traditional leaders. Hiiraan region can be classified as a zone of transition. Center for Research and Dialogue- Somalia (CRD) with help of the traditional elders have successfully facilitated number of reconciliation processes among major clans in the region, these include; Maxaas Accord, Inter-Galjecel Dialogue, Cross-border mediation process.

Clan rivalry, insecurity, pressure on livestock systems, and a series of failed harvests have all make the region a vulnerable to conflicts.  Given the potential internal conflicts emerging in the region, Traditional elders have proposes   peace Caravan through which community elders’ travel throughout Hiiraan region to spread message of peace and to encourage communities to consolidates existing peace in their respective districts, villages and settlement areas. The Peace Caravan is led by traditional leaders (ugases) representing from all clans in the region.  Although the Peace Craven will stop in all major districts, it is expected to visit in areas of hot zones and remote villages, water points and grazing areas where potential conflict may arise.  Ugaases will hold town-hall meetings in areas to be visited, conveying massages of peace; facilitating dialogue among clans and thus reducing potential interclan tensions.

The Peace Caravan begins today (May 25th 2007) starting from Jalalaqsi district. Hiiraan online will reports the progress of the peace caravan, both audio and pictures will be available.
