Mogadishu (HOL) — Somalia's constitutional amendment process is reaching a pivotal moment. Parliament is set to approve unprecedented changes despite Puntland's resistance.
Hassan Moalim Mohamud, Somalia's Minister of Constitutional Affairs, highlighted the completion of debates over the constitutional amendments. He emphasized the historic nature of the forthcoming parliamentary ratification.
Mohamud addressed concerns about Puntland's absence, stating that their participation was ensured from the start of the consultation process. He pointed out that Puntland is represented in both parliamentary houses, contributing to the constitutional debate
Mohamud further clarified that Puntland's disagreement would not halt the nation's progress, noting their established representation in parliament. He underscored the government's efforts to include Puntland in the National Consultative Council's meetings. Mohamud's statement comes in the wake of Puntland's refusal to recognize any unauthorized constitutional changes.
Opposition to the constitutional amendments extends beyond Puntland, encompassing prominent political figures, including ex-leaders.
Former presidents Mohamed Abdullahi Farmajo and Sharif Sheikh Ahmed have accused President Hassan Sheikh Mohamud of harbouring ambition to seize control of both houses of parliament, thereby impeding government accountability.
The two former presidents assert that if parliament greenlights the constitutional amendments, it would signify a perilous move that undermines the legitimacy and existence of Somalia's government. They urge parliamentary reconsideration.
